"We do not object to launching a joint anti-terrorist operation in the east with your assistance. Then, experts and observers will be able to witness the legitimacy and legality of our actions," he said in a phone conversation.
Turchynov said that a large-scale anti-terrorist operation had been launched to protect civilians.
He said that the situation in Donetsk and Luhansk regions fully repeated the scenario that was played out by Russia in Crimea: "The Russian Federation is sending to the east of our country special units that commit armed seizures of administrative buildings and their actions threaten the lives of hundreds of thousands of our citizens."
However, he added, most people in these regions does not want to support the separatists. "We cannot leave our people one on one with armed terrorists who threaten their life and health and are trying to break the country into pieces," the speaker said.
Turchynov said that among the measures being taken by the authorities to stabilize the situation in the eastern regions was reform of legislation in terms of decentralization of power. "The issue concerns a significant expansion of powers of local communities, the formation of executive bodies by local councils, and the extension of material and financial independence of the regions," he said.
The UN chief, in turn, said that the authorities had taken the steps "that were necessary to resolve the situation in Ukraine in general and in the east and south in particular."
"I want to express my full support for you personally and for the people of Ukraine. You can completely rely on the United Nations as a partner. I will do everything I can to ensure the situation is resolved peacefully as soon as possible," Ban said.
